Hi Everyone,

 

The Department will be presenting a review of the Grays Harbor Basin Salmon Management Policy to the Fish and Wildlife Commission at the April meeting, most likely on April 9th.

 

I’ve been capturing feedback from folks on how the Policy performed during the past year.  I’ve summarized those comments below.  Inclusion on the list does not mean the Department agrees with the comment.

 

Realizing that these are in bullet form and succinct for the presentation, can you please let me know if I have missed any major feedback from folks that the Commission should hear in April.  There is time set aside for the public to provide direct comment, so you’ll be able to elaborate if we miss something or don’t cover it in the detail you wish.   If you have a substantive comment to add  to this list, or believe that we need to clarify something, please get back to me by April 3rd.

    • Really constrains ability to schedule commercial days

    • Doesn’t provide a viable commercial fishery

    • Worked exactly as intended to protect stocks and freshwater fisheries

    • Resulted in high returns of “surplus” hatchery coho

    • Resulted in “too many” wild coho spawning

  • Conservation

    • Policy worked as intended to limit impacts

    • Forecasts remain an issue

    • Penalty box helped with Chinook

    • State deferred fish need to reach spawning grounds

    • Need genetic analysis of Humptulips coho

    • Need to resolve differences between state and tribal escapement goals

    • Need additional monitoring of release mortality in recreational fisheries

    • Recreational fisheries should not open during Chinook management if in penalty box

  • Gill net release rates

    • 0.8% limit on Chehalis Chinook needs adjusting to account for higher release rates

  • Commercial

    • No guidance below 0.8% or 5.4% for Chinook

    • Need at least 1.4% for viable fishery

    • No directed Chinook fisheries has essentially eliminated 2C fishery

  • Clarification

    • Directed fisheries allowed if a 5% limit?

    • Do jacks count against harvest rate limits?

    • Is 5% impact allowed if not meeting escapement?

    • Does penalty box 5% limit apply to a stock (e.g. Chehalis Chinook) or the combined stocks (e.g. all Grays Harbor Chinook)?

    • Need definition of incidental
